Searching for a target!

Well fellow BOTL's I need some help. I've been wanting to launch a mid-level explosive device to an unsuspecting individual for a couple of weeks now. I have a container ready that will hold the "devices". All of the "devices" have been prepped and once they are loaded into the container that baby will be shot off. Here is my problem: I don't have a clue where this is going to go? No target in site!

So, please, BOTL's, help me out. Please shot me a PM if you have an idea on who should be hit. I don't care what the reason is. Maybe they deserve to be hit. Maybe they don't. Maybe they just need a big hole intheir front yard. Heck, maybe you even want it. I'll let this go a few days then I will make my pick.

Thank you to everyone that sent me a targets name. I randomly picked out one name and the winner is ................................ Nope, nope, nope. It will have to remain a secret until said target is kicked in the ASS!! The "device" will ship tomorrow.
