I like Boveda packs and/or Heartfelt beads.Not sure if you can say "best".

I use Boveda. Love them, but you do have to replace them every 4 months or so

boveda get 1 more than you need and when 1 gets a little gritty, take it and put it in a tupperware container with a good seal and a small cup of distilled water. put the new one in to replace it. 2 weeks later switch it with the other one and just do a good rotation and they will stay charged for a good while.

I have been doing this for the last 6-8 months and it has been great. I have 4 in a tupperware container and rotate out 2 per month. just as long as you keep the cup of water filled they essentially recharge themselves because they are 2 way humidification.
