If they end up with the same record 11-5 and it is because the Packers beat the lions in week 17 then they have the tiebreaker because of Best won-lost-tied percentage in common games.

Its games played against the same opponents. Although when I look right now...if the packers would for some reason lose to the buccaneers this week i think it is a split of 5-3 for both of them in this category. I was using a playoff calculator to figure it out before. I'll just wait for 2 more weeks to see what happens.
